The Uganda Handball Federation (UHF) Council is a collective body formed by the Executive Committee and the chairpersons of UHF commissions. The composition includes the President, Vice President (Administration), Vice President (Technical), General Secretary, Assistant General Secretary, Treasurer, the chairpersons of the five technical commissions, Chairperson of the Players Commission, three co-opted members, and representatives from Associate members.

The Council is tasked with various responsibilities, including decision-making and the provisional admission of new member handball associations and clubs. Meetings are held quarterly, and all members serve a four-year term, committing to at least 12 days per year for UHF duties on a voluntary basis. Decisions within the Council are determined by a simple majority vote.
